@emptywheel Have wondered why FBI stuck neck out in FISC w/o taking data itself & meting to NSA. Lack storage? Or back scratched elsewhere?

@AdamColligan yes I have. My guess is that NSA needs the data bc they've got the content collections from the switches. -
@emptywheel Pure speculation, but FBI stumped by anthrax. Now very effective at sourcing ricin letters. NSA clusters crunching mail covers? -
@AdamColligan Not NSA, but FBI, sure. -
@emptywheel Sorry wasn't clear. Meant FBI risking legal position to get FISA orders for NSA. What does it get back? Maybe lots of CPU time. -
@AdamColligan Don't think FBI is risking legal position. If anyone is, it's NSA. But FBI can't do w/the telcom data what it would want to. -
@emptywheel Your info>mine. But w/NSL IG rpt, scandals & Hill push to open FISC law, I'd expect DoJ counsel very tense & political risk fear

@emptywheel You think there is at least 1 more bc Hinnen said in 2011 "intelligence collection operations" plural? -
@charlie_savage And bc 215 report had 2 classified appendices. Believe in 09 Hinnen said plural in at least 1 example, I think in testimony
