@emptywheel @AllThingsHLS CPD would certainly have more authority. The reason I suspect BPD would lead is b/c it would have more capability. -
@DaveedGR Difficult topic for Twitter. PDs have more ability to investigate people not accused/suspected of crime. FBI, not so much.
