Question for the Twitterverse: Should DHS be concerned with internal security of a criminal nature or just external transnational threats?
@AllThingsHLS Sure, but there are also other threats--not terrorists but possibly more dangerous--that are slipping thru cracks.

@emptywheel The prob is there will always be a bigger, more scary threat. Is bank failure a NatSec threat, & if so should DHS be involved? -
@AllThingsHLS At SSCI Threat hearing Clapper said financial war was a thing. So clearly the IC is fighting a KIND of bank failure.

@emptywheel If everything is a NatSec threat, pretty soon nothing is. Maybe I should go back to asking "What is Homeland Security? -
@AllThingsHLS Seems to me HS is a BETTER place to take on our multiple vulnerabilities, incl financial, environmental, climate, etc.

@emptywheel This is really a good starting point, however. Leave LE/Intel to the FBI/CIA who at least have a record within the USIC.
