@AllThingsHLS @robertcaruso @emptywheel To what extent do domestic fusion centers really need access to operational intel though?

@wolbergstok @robertcaruso @emptywheel Brit MI-5 used to employ specially cleared PCs in local depts to work criminal end of classified case

@AllThingsHLS So do you have cleared PCs in Wyoming to hunt domestic terrorists and meth labs, or do you just not cover those areas?

@emptywheel Obviously no. That is one problem with Fusion Centers. They are not needed everywhere. You have regional response capabilities

@AllThingsHLS Wouldn't that say we could ALREADY eliminate many fusion centers (I saw all) and some JTTFs? How does that w/Federalism?

@emptywheel True. There are 52 FBI field offices, each w/a JTTF. there are 70+ fusion centers. Lots of overlap. Its all abt #GrantCrack

@AllThingsHLS So what is your opinion abt what crimes SHOULD be affirmatively included in sharing? Domestic terror? Drugs? Yakuza?

@emptywheel Almost all of that can and should be shared. But my focus is/has been transnational terrorism. The Big Bang type

@AllThingsHLS But defining it seems to be critical issue. EITHER it becomes way to nationalize police work, OR we agree on national need

@emptywheel If by "it" you mean intel sharing, I think there are ways to do it and still maintain a separation of powers Fed vs Local

@emptywheel The NCTC has no collectors and certainly no investigators. Only analysts. Someone still has to COLLECT intel #HUMINT

@AllThingsHLS Right. But once they get it, then it's there, nationally. And they have broad authority to get it now.

@emptywheel This is true. And it is a broader Constitutional issue. More academic than practitioner oriented. I am/was a practitioner

@emptywheel We are moving away from the initial issue, but when the FBI became LE support agency, we began the slide down the slippery slope

@AllThingsHLS But it is part of problem bc in absence of real CT function for fusion centers they've become war on drug fusion centers.

@emptywheel Yes, this is the EXACT problem w/Fusion Centers. In they absence of a real mission they are creating one to collect #GrantCrack
