@emptywheel The NCTC has no collectors and certainly no investigators. Only analysts. Someone still has to COLLECT intel#HUMINT -
@AllThingsHLS Right. But once they get it, then it's there, nationally. And they have broad authority to get it now.

@emptywheel This is true. And it is a broader Constitutional issue. More academic than practitioner oriented. I am/was a practitioner

@emptywheel We are moving away from the initial issue, but when the FBI became LE support agency, we began the slide down the slippery slope -
@AllThingsHLS But it is part of problem bc in absence of real CT function for fusion centers they've become war on drug fusion centers.

@emptywheel Yes, this is the EXACT problem w/Fusion Centers. In they absence of a real mission they are creating one to collect#GrantCrack
