@emptywheel But AP is 96% white, so this is the first time the law's been used on a city w essentially no minority population. -
@DanaHoule Right. That was the point I made. First time the city wasn't suffering from BOTH globalization and white flight.

@emptywheel Also, pretty sure Ecorse was the first city put in receivership, with Lou Schimmel running it, in late 70's/early 80's -
