Let me be specific. How could the FBI's definition of terrorism be better? RT @BrianHubbs1: The FBI's def of terrorism is not very good BTW.
@AllThingsHLS Yup, I know that. But that's the area where the disparate treatment is most problematic, IMO.

@emptywheel Maybe. But from an investigative perspective the best predictor of future behavior is past behavior. That includes by groupsThanks. Twitter will use this to make your timeline better. UndoUndo

@emptywheel As an FBI profiler we use the Classification Manual by Douglas, et al, to assist investigators in focusing their efforts -
@AllThingsHLS But another example of DOMTERR problems: Coll counts Ivins. He's a terrorist. But FBI pointedly assumed he was lone wolf.
-
@emptywheel But Ivin's motivation is still subject to speculation. Being a lone wolf doesn't preclude defining as a terrorist. -
@AllThingsHLS Furthermore, FBI's currently operative (unconvincing) motive for Ivins is NOT political, it's financial.
-
@emptywheel I'm not privy to anything not in the public domain, but I was involved when Steve Hatfill was considered the prime subject -
@AllThingsHLS In the stage that ruled out people based on the genetic map (so later) they assumed perpetrator worked alone.

@emptywheel By defining and classifying the crime (including DOMTERR and INTERR) investigators are able to better coordinate their effortsThanks. Twitter will use this to make your timeline better. UndoUndo
