Bolton confirmed that Trump had rescinded an Obama-era directive on how the military conducted cyberattacks (https://www.politico.com/story/2018/08/16/trump-cybersecurity-cyberattack-hacking-military-742095 …) and described it as untying the military’s hands to let them launch attacks that would deter bad behavior.

Doesn’t suggest that to me. The only real-world example of this so far was jointly attributing WannaCry with the UK. Seems like it’ll formalize that kind of thing. Expect mostly UK and EU countries.
