“The strategy directs the federal government to take action that ensures long-term improvements to cybersecurity for all Americans,” said Bolton, who described it as “the first fully articulated cyber strategy in 15 years.”

But while the strategy is largely focused on defensive measures, Bolton spent a lot of time during the briefing delivering aggressive rhetoric about the U.S.’s offensive cyber operations.

“We’re going to do a lot of things offensively, and I think our adversaries need to know that,” Bolton said. He added, in a veiled shot at Obama, that the U.S. was “not just on defense, as we have been — primarily on defense — for a period of time.”

Bolton confirmed that Trump had rescinded an Obama-era directive on how the military conducted cyberattacks (https://www.politico.com/story/2018/08/16/trump-cybersecurity-cyberattack-hacking-military-742095 …) and described it as untying the military’s hands to let them launch attacks that would deter bad behavior.

“Our hands are not tied, as they were in the Obama administration,” Bolton said. “Our presidential directive effectively reversed those restraints, enabling offensive cyber operations through the relevant departments.”

Asked whether WannaCry and NK's other cyberattacks would factor into nucler talks with Pyongyang, Bolton said, “For any nation that’s taking cyber activity against the United States, they should expect … we will respond offensively as well as defensively.”

I just read through the document. There’s very little new here. One specific, concrete new action I did spot: The administration will create something called a “Cyber Deterrence Initiative” to build a coalition for regular joint attribution and cost imposition.pic.twitter.com/WtYIUOFzjb

Doesn’t suggest that to me. The only real-world example of this so far was jointly attributing WannaCry with the UK. Seems like it’ll formalize that kind of thing. Expect mostly UK and EU countries.

The WannaCry attribution that I've head some other Euro CERT types question, and for which the FBI explanation is ... unconvincing? Goodie.

Who knows if they’ll get stuff right, I’m just saying this sounds like continuing partnerships with traditional allies.
