What if Trump told him he couldn’t pardon him until he was leaving office. Perhaps Manafort realized the pardon was too much of a risk if he hadn’t got it yet

It's unethical to use a threat of prosecution as a bargaining chip. She may have civil exposure for corporate funds obtained fraudulently by her Manafort, & for back taxes, but that isn't Mueller's jurisdiction.

But if there was a threat it would be well-understood what the absence of protection might mean. And if no info were given, Feds surely wouldn’t bother.
