But from Manafort’s POV, what is the downside to a pardon? In other words even if we agree a pardon won’t save him, why wouldn’t he angle for one anyway and then take his chances on state charges down the road?

Because then the evidence he gave this week implicating himself under 18 USC 951 gets used against him, among other things.

But so what? I mean, he’s 70. If I’m him, and my options are guaranteed fed term vs chance (even likely chance) that I’ll be state convicted a few years down the road, this is a no brainer.

I'm not sure I understand your scenario. Trump pardons Manafort for FARA & Money laundering Mueller charges Manafort as a spy in an indictment in which POTUS is co-conspirator in weeks

can you issue a meaningful pardon of a co-conspirator? if a pardon can be obstruction, then the obstruction is attributable to all other members of the conspiracy... and you just resurrected the thing you just attempted to destroy.

I mean, this presupposes Mueller even would indict Trump. But let’s assume yes arguendo. Trump could issue a sweeping pardon that covered all of this.

No. It doesn't. It presupposed Mueller would name Trump an co-conspirator.

What fact pattern do you suggest in which M is indicted for spying and T is a co-conspirator?

Partly a very weedy obsession in recent weeks abt the litigation over FARA v 951, including a comparison of Butina and Manafort. https://www.emptywheel.net/2018/09/03/spy-versus-spy-the-two-alleged-agents-of-foreign-powers-sitting-in-the-alexandria-jail-part-two-mariia/ …

But we also know that Gates and Manafort considered Kilimnik as someone w/ties to RU intelligence. And Manafort was reportedly sharing info w/KK to be reported up a chain. Plus, we know he (claimed to) expect payments from oligarchs after the election.
