Can you explain something I don't understand vis a vis your point 3? Can a federal cooperation agreement include some reduction/dismissal on potential state charges?

I believe it means- even if pardoned (federally) a state can file charges in their own courts which would carry a similar penalty. ¯\_(ツ)_/¯

Right. I was just wondering why Manafort would cooperate instead of just take a pardon unless the cooperation agreement incl some sort of reduction/dismissal of potential state charges.

Pretty sure in our federal system Mueller would not have authority to reduce or dismiss state charges.

That’s what I mean. So what incentive does Manafort have to cooperate if he thinks he’s getting a pardon? Did something change? If so, what? Why now?

Perhaps a bit of "bird in hand" here. A pardon isn't a sure thing ... politically difficult for Trump, and state can still go after (though I wager any state crimes he might have committed are less serious than federal). I suppose a tacit agmt between feds/state possible.

I mean Trump has shown he cares little for political blowback. He pardoned Scooter Libbey & Arpaio apparently on a whim. Your latter point is what I—a non lawyer—want more explanation on. If it’s possible, why would a state AG agree to assist the feds? Does this happen often?

We're in uncharted territory here. As I general matter, it happens, but hard to say how frequent. I wouldn't say "assist" ... I would say agree not to pursue state charges if a federal guilty plea with cooperation. And I think Manafort a different animal than Libby/Arpaio.

Has to read this several times until I worked out it means "immune to a pardon" rather than "evidence(proof) of a pardon". I was very confused.
