Of course not. Manafort is within his rights to plead guilty - with or without a deal. The only deal here is with Trump, for a pardon. The plea keeps a lot of the dirty details out of the press.

I don't believe Rosenstein is worried about the 60 day window. He already knows that after midterms he is going to be fired if the Dems don't take the majority. Mueller will continue to investigate and the "60 Day Rule" wont slow him down either.

I'd go with not care. The fact that the person on trial was once part of the President's campaign wouldn't have mattered to... well, anyone... if it were a Democratic president. We'd be all, "Of course his ass is going to trial! Why are we discussing this?"

Not totally clear what you're asking here, but Justice Dept. guidelines about "taking action" can't possibly impinge on charges that were already brought, just because the trial happens to be scheduled during an election season.
