Only, at best, if effectuated criminally. There is such a thing as civil forfeiture. The government noticed the property under a criminal complaint, but that was to put a notice on the assets. We shall see how it plays out, especially if there is a plea.

1. IANAL, but I think one could fairly summarize this case as follows: Bosworth pardoned for "crime" of joining Confederacy. Forfeited property was one of the punishments for "crime". Property owned before "crime".
#SCOTUS said pardon should make him whole. -
2. In Manafort's case, the assets to be forfeited were acquired as a result of his crime. Returning Manafort assets via pardon would be like pardoning a bank robber and giving him back the money he robbed from the bank.
