Torshin was appointed Deputy Chair and State Secretary of the Central Bank of Russia on 1/21/15, so I assume he meant CBR chair Elvira Nabiullina.
@woodruffbets has said the “boss” is a feminine noun, so I assume it is “khoziaika.” -
That's not what it is, actually (I asked, will let her share). But yeah, it sounds like it'd be Nabiullina.

In his place, I’d probably have said “nachal’stvo,” a collective neuter noun. But I’m not a native speaker and it’s been a while since I worked full-time in a Russian-speaking bureaucracy.
