Not sure if my quibble made this thread, but.. Special Counsel has same authority as SDNY subject to some limitations. Also obliged to produce confidential final report. I am quite sure the rules and interpretation are subject to political pressure and Rosentein's tolerance. Eg, Mueller could include a gratuitous Trump reference and take his chances with being fired. And obviously, if Sessions resigns, eg after the midterms his replacement displaces Rosenstein from the loop. Obviously, lots of other stuff might be hitting the fan in that scenario.

Interesting query - SDNY operates under normal rules with no authority for a special report to (Acting) AG. Mueller's rules are different and he owes a final confidential report. *MAYBE* references to Trump would be minimized and avoided as an end-run.
