Here's the thing, though: Zero doubt that Rick Gates has been enormously helpful under his substantial plea deal. He's prolly the source of info that led to ~10 cell phones being searched. Prolly reason Mueller has focused on Roger Stone for six months. But!

But you can also make a case with a large number of witnesses who simply small-c cooperate, tell enough truth to match the written documentation, to get at the underlying issues.

The most damaging witness in the Scooter Libby trial was, IMVHO, David Addington. You could have convicted Libby based on Addington's testimony and Libby's notes alone. Was he cooperating against his boos, Dick Cheney? Hell no. But damn he was a useful witness.

Toesnig represented Corallo & Clovis, two others with ties to the administration. Her husband & law partner DiGenova visits Fox to bash Mueller, & attempted to join the POTUS legal team until people pointed out the inherent conflicts of interest. They secured Libby a pardon.

So people can “cooperate” in the sense of complying when personally at risk of jail time, but all the while working hard to break at least ethical norms to subvert an investigation.

Considering that Don McGahn's father & uncle were both Trump lawyers back in the 80s & 90s, I think Trump's tweet about a “RAT” exactly describes how he views McGahn's talks w/Mueller. McGahn is in the WH because he's family, so to speak.
