Yes. Cases that address this issue exist and even are laid out AT GREAT LENGTH by Mueller's lawyers in challenges to their authority. Which might be where you should look to figure out what Mueller is doing.

You specifically wrote that Mueller is looking into whether oppo is a donation. It seems like you're now acknowledging that oppo has never been considered one before. So even if he tries to argue it's a violation, & now oppos may be considered a donation, who cares?
-
It would be a small, new type of violation that will at best be punished with a small fine. Hardly anything to bring a president down, campaigns get fined all the time & no one cares.
-
OOPS SORRY!!!!! This theory has been on the books since the 1920s, reinforced by Congress since, AND has brought a president down before. NEXT?!?!?! My golly how do you defecate by yourself?
-
Hahaha, a president has been brought down for accepting oppo that was determined to be a campaign donation? Good one.
-
Brian: Given your remedial understanding of the topic at hand, perhaps you'd be better served getting off Twitter and reading some court filings? Or you can just continue to wail like a child on Twitter. Your decision.
-
My remedial understanding? You just claimed a president was brought down because oppo was considered to be a campaign donation.
-
No no no no. Brian brian brian. You're struggling, and I see that. I'm sorry this is so hard for your, really I am. I suggest you try to READ about the topic you're struggling to understand rather than lashing out wildly like a toddler. Honest, doing basic work will save time.
