This is not an implausible interpretation: the September 7th sentencing date indicates that he isn't a valuable enough witness that he's anticipated to testify at any upcoming trial.

My feeling is that a EP staffer with an extremely unclear background who went to work for Joseph Mifsud probably has some things in her history which would expose her to scrutiny in the US or elsewhere.

I don't mean she's definitely a spy or even probably a spy, but I can imagine that the fact that her last employment was with someone whom everyone appears to believe is a Russian intelligence asset has resulted in unfriendly encounters with both local and foreign intel services.
