We need to remove the innocuous terms "meddling" and "collusion" from our vocabulary and replace them with "act of cyber war by a hostile foreign adversary" and "conspiracy to defraud the United States," respectively. Words matter, respectfully.

I don't like it because it implies use of force, rather than interference in the internal affairs of another state. But it's certainly less objectionable than casual use of the word "war".

I’ve started calling it an attack on our democratic institutions. It’s more than the election, or the upcoming election. It’s about breaking our democratic foundations.

Why not covert action? It takes it out of the realm of just cyber with an emphasis on the political goals?
