The idea that Republicans would somehow respect it and be able to comment on any of this once it came out. That charade is obviously no longer believable, but I think that's where it started at least

I find it highly improbable that Mueller's team would leak or reveal it's hand in April to WaPo or anyone for that matter, much less confine themselves to a narrow defined route like a definite tell-all report. Access journalism sucks.

People intuitively analogize from the Starr Report and don’t realize that the DOJ regs for Special Counsel are different than the old Independent Counsel Statute. I think the majority of the media just assumed without checking.
