I'm sure there are a shit-ton of jurisdictional disputes w/FBI, not to mention a grumpiness on behalf of FBI that HSI gets to sit back and buy things on the InterToobz. Plus, I'm sure the non-stop attacks on the FBI are creating a vacuum for HSI to fill.

I'm also curious how many of its own Legats HSI has yet, or do they just use FBI's?

Every agency has their own representatives overseas. In DEA they are called Country Attaches. HSI has their own as well. Not a lot of crossover jurisdiction anymore.

My GUESS is that putting it there gets more liberal operating rules than FBI has, which given how it can impact USPs is a problem. Once they become their own org then they'll get more scrutiny.
