      No fair to ask me question I just asked. Seems more likely on NSA end but could reflect audit trail problems on both sides. And if program can't be audited on both sides that's a problem too. I remember when we were told 3-5 years data was critical and now we have zero?

      I don't KNOW answer. But given what is clear from law that its boosters never read is that a CDR is far more than just to/from information. It likely includes cookies. So educated guess is that its stuff telecoms collect, possibly from cookies, that is affirmatively prohibited.

      And while NSA said it's not "geolocation" telecoms collect location in a lot of other forms.

          Yes. He was asking boosters who have an incentive to say "OMIGOLLY THEY COLLECTED THAT?!?!?!" when in fact they were warned it was going to happen.

          It would also REALLY BEHOOVE people who are reporting on this to understand the history of FISC disciplining NSA using 1809(a)(2).

          Finally note that NSA has a secret definition of "not content" that we're not allowed to see. So when they say it's not "content" that may mean something different than normal English would understand.
