Yes. He was asking boosters who have an incentive to say "OMIGOLLY THEY COLLECTED THAT?!?!?!" when in fact they were warned it was going to happen.

Finally note that NSA has a secret definition of "not content" that we're not allowed to see. So when they say it's not "content" that may mean something different than normal English would understand.
