Remember: Manafort's home was searched after he turned over materials showing he took notes on a device from the June 9 meeting--and could well have been recording it. Some of the 6 pages that remain redacted in the affidavit describe probable cause tied to that meeting.

Alright: I'm voting that "factory reset" is the most likely answer for the iPhone w/o ID. It may be that's how he did border crossings (but that's a shit-ton better opsec than he has shown elsewhere).
