It IS a pervasive problem. I remember when Judge Sessions was appointed FBI Director, he was unaware that the FBI has jurisdiction in espionage and othe NatSec cases in the U.S., and sometimes worldwide.

I don't know. I honestly do think some of them really don't know. Three of them said intent should be removed from Espionage Act the other day, seemingly w/o thinking through the consequences of that.
