Note that Wray's answer that "FBI doesn't make charging decisions" should mean that the Strzok focus is neutralized. That is, he did not make the decision to (eg) charge Papadopoulos.

Of course, a VERY KEY strand of right wing nutjobbery is that view of FBI agents (including Strzok) who thought Mike Flynn didn't show signs of deception should override later prosecutorial decisions.
