Interesting - can you cite evidence on that? I'm not sure how it could even work; since she only had her private e-mail, what exactly do you mean in saying she had a secure device devoted exclusively to accessing her (non-existent) state dept email address?

I don't believe I said that. The record shows she carried two phones AND an iPad, the latter of which she also used to access email.

Exactly, and I'm saying "Sometimes carrying two phones and an iPad" is not the same as "You have to carry two phones at all times, and make sure one phone is exclusively used for work, while other is exclusively used for personal communications." That was the State Dept's stance.

What confused me was you just said, two tweets up, that the latter was the case - she did carry two phones at all times, and did have them set up as the State Dept proposed, with one exclusively dedicated to work. It now seems you're backtracking, or you misunderstood.
