trump thinks: - putin / russia is essential to "solving" terrorism and other problems. - trump admires putin's "leadership style" -- basically, trump would like to govern as putin does. putin is trump's ideal of a "strong leader." no leverage / blackmail theory is required.

Color me skeptical that those two things alone are enough to explain Trump’s attitudes and actions, in the face of blindingly bad optics, towards Putin and Russia.

trump's entire campaign was essentially run on "bad optics"... and he won.

That was pre-investigation, and ~365 of 24/7 news on the topic. Most agree at this point that his future is tied to politics. Now that the risk is greater, and the overall storyline built out, bad optics can have consequences.

TBF, sanctions are the one thing Congress has tried to force.

Adding, I think it would take some complexity to describe the degree to which Congress has succeeded or not.
