The other time involved Professor Xiaoxiang Xi. DOJ prosecuted him for academic discussions w/Chinese colleagues about semiconductors, then had to drop the case bc they didn't know WTF they were reading. That case raised special concerns abt how FISA plays w/institutional email.

And if you're at an academic institution that uses Microsoft or Google for their email service, it's worth asking whether the U has outsourced the ability to raise 1A concerns about legal process to a giant corporation that can be gagged.
