Among other things, that would imply that Trump was running intellegence operations for Russia to counter. That makes no sense since Trump wasn't president yet and was not in charge of the CIA or FBI.
I think you're being disingenuously selective with your definitions here. Veselnitskaya is AT BEST equivalent to Halper's approach on behalf of the FBI (likely worse because she was seeking action, not just gathering information).
How is that counterintelligence? Even if we assume everything allegation about her is true that's hardly counterintelligence. Hillary wasn't president either at that point. Both she and Trump were still private citizens.
