This is a bad deal. #EUCO leaders have not agreed a budget in line with the EU's interests, or the interests of its partners or its tax-payers. Our best chance to tackling today's crisis was through unprecedented global solidarity and cooperation - both are completely absent.
Cuts compared to the Commission's revised proposals: -€19.8 bn for external action, or -16.7%. Of this, -€15.2bn from the NDICI through which the majority of the EU's aid budget will be channeled. -€6bn specifically or sub-Saharan Africa.
These cuts & deep reductions elsewhere in the budget will impact the EU's ability to tackle the greatest issues facing our generation: rising extreme poverty, inequality, the climate emergency and future pandemics. When the world needed Europe to step up, it has stepped back.
For long-term development (the NDICI) the outlook is particularly troubling. We are potentially left with a budget that's smaller than in the current MFF. Even if we subtract the UK's contribution, the EU will still contribute €2.3bn less than it does today.
The cuts agreed by leaders are a false economy. They'll cost Europe more in the long-run as they miss a vital opportunity to cut the life-span of the pandemic.
