        You’re clear that this is a trash proposal, right? This would maintain the status quo, but worse. Presumption of release = prosecutors could move for detention of literally EVERYONE.

        Exactly. I've read where prosecutors/judges argued that BC the defendant was unemployed, they're likely to re-offend or attacked their character as unable to keep a job. Yet they lost their job for being in pretrial jail for weeks.

        Lower bails significantly. Don’t toss out the baby with the bath water? Bail is not a penalty judges apply equally. This change could result in more poor folks (especially POC) being held over for trial, not fewer. Because too much discretion is still in the judge’s hands.

        The Prison Industrial Complex is not just prisons themselves, it is mutually reinforcing web of relationships, and not limited to prisons, the probation service, the police, the courts, all companies that profit from transporting, feeding and exploiting prisoners, and so forth.

        A presumption is weaker than all the proposals currently being debated, all of which are categorical in their elimination of bail.
