The report is "a joint effort by the Armed Conflict Location and Event Data Project (ACLED) and the Bridging Divides Initiative at Princeton University. ACLED receives funding from the Bureau of Conflict and Stabilization Operations, a State Department office."

No the federal government is funding a study to find out some data. PR campaign indicates that they’re intentionally trying to put a positive spin on things or cover things up that would be detrimental to BLM. Is there any evidence of that?
