Why do some people become paralysed in a crisis or emergency (i am talking climate and ecological emergency here) whilst others grasp the acute situation and act appropriately, swiftly? Is it wired or a personality trait?

yeah. How to become a hero in your own life's story. The old white rednecks in AUS could be climate heroes! Many are tinkerers, DIY-ists - a workaround to ordering everything from overseas. Let them teach repair & re-use. It's what's needed to get back into planetary boundaries
