The subcommittee is still debating whether people who are under 75 but have co-morbidities (cancer, diabetes, etc) should also be included in Phase 1B. They ran out of time at today's meeting, but they'll meet again soon to decide if any more groups should be added to Phase 1B.
The subcommittee also initially planned to issue a Phase 1C recommendation today, but also ran out of time for that. So Phase 1C has also been pushed to a later meeting for discussion. The next meeting has not yet been scheduled, but it should be soon.
Does that include day care workers
Yes, it looks like the "educators" category will likely include day care workers. The state hasn't officially announced the definitions of each category yet, but they will in the coming days.
What date is that
Phase 1B is expected to begin at the end of January and last ~10 weeks. Those are just estimates, though.

Phase 1B is likely to start at the end of Jan and last about 10 wks, which means Phase 1C would start in early April. That's subject to change though, plus the start/end dates aren't strict — that is, each phase will slowly start while the previous phase is still wrapping up.
