I think it's part of because there are so much races available... There are 15 "unique" races (not counting "recolor" allied races) and x2 for each gender. That means 30 variations for each armor... Imagine the nightmare. Fortunately we get more and more details for raid ones tho

Belts and shoulders are automatically adapted to the rig. But any additional 3d elements like these kultiran coats or raid armors 3d gloves etc are what they call "collections" in their models database and are adapted individually for each race and gender
