How will it propulsively land? The MVac would be too high TWR and have flow separation at sea level... or will this just be to practice the reentry regime?
Won’t land propulsively for those reasons. Ultra light heat shield & high Mach control surfaces are what we can’t test well without orbital entry. I think we have a handle on propulsive landings.

Do you still plan to recover it or is this just for testing?

I think it’s safe to say this will be a conventional Falcon 9 second stage with an added heat shield and flaps. Maybe they could try to recover it with the faring recovery boat? I wonder if it will have a payload bay, or a conventional faring, ?

Will it utilize Raptor in place of Merlin? Or more of a singular focus on just the TPS and control surface development at first?

Interesting. Will the body be made out of carbon fiber like the BFR parts? Making it out of metal would be a big payload hit no?

The fairing they top off the second stage will probably be carbon fiber over aluminum honeycomb like their satellite fairings are made of. They will probably make a skirt around the Merlin Vac with the three fin/legs on it. This would be made the same way as the F-9 interstage.
