There's a Nvdia GPU in there doing compute at now right? I guess I don't understand what "the Tesla NN computer" is.
It’s ten times more powerful than AP 2.5 cars currently and will be installed in cars with FSD sometime next year (hopefully) 
Level 5 is probably a decade+ away even with LIDAR. Hope the FSD upgrade provides some pretty good features in the meantime.
