It requires Tritium-Deuterium, not water directly. Fusion is an extremely efficient process so about 250 kg/year of deuterium/tritium would be enough fuel for a 1000MW power station on Mars. You could bring the supply with you.

Martian soil makeup consists of carbon "cements" such as salt and calcium. The cement walls can be broken by a combination of high intensity heat&high pressure water. Something liken to massive explosives set off at poles to release the carbon.
If NASA is saying that there is no model to support terraformation as something which can be technologically feasible in order to successfully develop Mars to a habitable planet, they are deceiving themselves. The future colonists are thinking of other possibilities.
