Republicans in Florida's House and Senate are negotiating Amendment 4 this weekend. But it appears likely Florida will get a more restrictive version of the historic amendment, likely preventing hundreds of thousands of former felons from voting.

The Florida Senate passed a bill that would extend a toll road all the way to Georgia. One problem, though: Nobody told Georgia. Great read by :

New from morning conference committee: The House accepts the Senate’s offer except for a few things (Florida Forever included) That means this will be bumped up for budget/approps chairs to deal with.

Still being discussed is how the state might tweak its system for weighting reimbursement rates for more severe levels of care. That's what will really determine how much individual hospitals stand to gain or lose.

That fund (aka "auto rate enhancements" or "exemption" funding) is part of how the state reimburses hospitals for Medicaid + is this yr's largest health care budget dispute. Sen. Rob Bradley says goal is to stop these addt'l payments eventually, but this is this year's compromise

First from me: The House and Senate have agreed to keep cuts to a "critical care fund" that funds hospitals w/the highest Medicaid caseloads in FL to $9.5m, instead of sweeping the total $318+m as initially proposed. The $$ will be funneled into base rate funds for all hospitals

As the House did Wed, that ~$9.5m is funneled into general spending for all hospitals. What we still don't know is how certain cases will be weighted (budget has multipliers for the base rate depending on the severity of cases.) We're told they hope to have another meeting today.

Biggest change on hospital Medicaid funding dispute: Senate counteroffers by taking even less out of the "enhancements" fund—about $9.5m—than the House had compromised on. (Explanation in link above.) But Sen. Aaron Bean says that's tied to technical language still forthcoming.
