Did you read the article? Crime rate in SF is actually down. You just FEEL unsafe. Probably due to too much time spent on Nextdoor or the like.

1. Juking the stats would also be fraudulently manipulating crime reports to create the appearance of crime reduction. And, again, do you have any evidence this is happening? 2. You are confusing categories of crime as recorded by the police and what charges are filed by the DA.
