I always thought it was unusually abrupt for this to start happening after Twitch previously had been fairly lenient for the most part.

It's not on twitch at all... The rights holder/owner of the copyrighted work in question has to be the one to issue dmca takedown... The service is legally obligated to honor the takedown no matter if it's a valid takedown. It's up to the user to fight the takedown if wronged
