Garcetti has no jurisdiction in independent cities like Santa Monica, Beverly HIlls, Culver City, etc. They get to enforce their own rules. The business districts of those areas close at 1pm, while the rest of the cities close at 4pm. LA City (and probably rest of county) at 6pm.

Yes 1pm for business districts of Santa Monica and Beverly Hills, 4pm for all of Santa Monica and Beverly Hills and 6pm for the rest of LA County
