Content ID doesn't apply to live-streams as easily as to native uploads. It flags content by comparing it to other content within the platform. When it's a live-stream, they have nothing to compare it to. And when it's a mass-murder video, who owns the video?

Also, look at any number of pirated sports/tv videos on the platform. You can crop, blur, voice-distort any video and keep it alive long enough on the platform to allow it to gather 1000s of views, if not more.
