Impact is a subjective and often difficult to measure metric given the slow burn nature of research. It can take years or even decades for work to find real life use or impact on their field.

Indeed. This is why top schools are comfortable with evaluating people using (highly subjective) letters, and the weaker schools fall back onto dumb, easily gamed measures like the H-index.
