This is legally binding because the government needs a resolution from the parliament, according to which PM Abdel Mahdi presented his draft. The government has no choice but to execute a legislative resolution. Now the gov will implement it.

It still requires legislation. After the draft is presented, it needs to be voted on, pass first, and then a second reading.
After all of that, it's still a years notice for withdrawal.
