For full context, I’m finally getting around to implementing the Amazon-style Weekly Business Review.
Apparently, one of the precursor sources is Donald Wheeler’s Understanding Variation.
Wheeler was (surprise, surprise) a colleague of Deming’s.

I would recommend reading Out of the Crisis - it’s basically the same ideas as in New Economics but it’s longer so it has a lot more examples (which is key if you believe the expertise research you wrote about).
