Better ways to meaningfully qualify and quantify skills, allow for transferability. I hope job posts go through a major upgrade. Get more comprehensive. Model a career path, not just a role. Trust barometer. Take endorsements to a new, unbiased, level. Still need to read it!

I bet that intelligence agencies like the CIA have really good ways to quantify and qualify skills that just aren't in the public consciousness yet.

Yeah, Chapter 3 covers approaches for qualifying expertise; the authors recommend performing at least three out of four possible methods when building a skill rating system.
