A scrub is a player who isn't playing to win. That is, they're trying to play a more difficult version of some game. By this definition, a maestro is a scrub who wins.

what would be interesting to explore is the connection to explore vs exploit. "scrub" behavior could make sense if you are in explore mode. However - if you are trying to win in the short term (exploit) it really makes no sense.

Also, what game is everyone playing? How do their goals / utility functions differ? Player 1 may get 10x the enjoyment from winning using tactic A vs. B. Even if B is a dominant strategy, it could be very well rational to pursue A, as long as he wins 10%+ of time.
