I thought he's a Singapore PR? Might be "taxed [in the same way] as a citizen of Singapore", since foreigners on EP, SPRs and citizens all get taxed the same way.

Yeah I'm just assuming that 'taxed as a citizen of Singapore' means 'is a citizen of Singapore'.
