Retweets vs Boost is a weak arguments. I'm sure people will find a way to "comment" on things. Also won't the distributed locale thing only help to increase Confirmation Bias and Silo-ism?

Off the top of my head: You can restrict the degree to which your post spreads. (Local only, followers only, federated). Confirmation bias and silo-ism is like small forums: much better than outrage spirals, which slowly converts more of the network to outrage machines.

But that's in theory, of course. The federated model is more akin to email. So you *can* create a private mailing group ala Google Groups. Most people would engage in the Fediverse, though.
